Background: The UPU Congress is the governing body of the Universal Postal Union. Every four years representatives of the 192 member countries gather to discuss and shape the future of the international postal sector. The stamps are Scott US #2437a (First Class commemoratives), #2438 (Imperforate commemorative souvenir sheet), #C125a (commemorative Air Post), and #C126 (Imperforate commemorative Air Post souvenir sheet). The First Class designs depict classic methods of traditional mail transport and delivery: a Stagecoach, a Paddlewheel Steamboat, a Biplane, and a Depot-hack type Automobile. The Air Post designs feature how different methods of mail delivery might appear in the future: a Spacecraft, an Air-suspended Hover Car, a Moon Rover, and a Space Shuttle.
