Vtg. Kensington Aluminum & Brass Tobacco Holder? Ink Well?

Description: This listing is for the vintage item. I believe, but am not postive, this is a holder for tobacco or maybe an ink well, not sure. Has a couple of ribs down in the front for holding made cigarettes or maybe a dip pen. Measurements are shown in pics.
