Please go by measurements as a vintage 28 is different (smaller) than a modern day 28. Waist measures 12 1/2" from side to side. Rise (crotch seam to top of waist) is 12 1/2". Hips (measurement from side to side along where bottom of fly starts) is 17 3/4". Inseam (crotch seam to bottom of leg) is 29 1/2". Bottom of leg measures 6 1/4" from side to side.
