The story, set in 1935, blends historical characters (and the legends they came to famous for) into the pulp world of the Shadow. In the tale, the Shadow faces off against the Mad Monk of Russia, Grigori Rasputin. Also featured in the story is Anastasia Romanova (the Russian Grand Duchess who is said to have survived when the rest of the Romanov family were murdered by the communists in 1918). Shadow mainstay characters also appear- Margo Lane, Harry Vincent, Joe Cardon, and Moe Shrevnitz. Of note, the final page of the issue features a pinup of The Shadow and Doc Savage, as the next issue of the series is part one of a four-part crossover between The Shadow Strikes and Doc Savage, both of which DC had the rights to print at the time. It would be the first story ever published that featured both characters teaming up together in the same adventure. And so, this pinup is the first published artwork to feature both characters together for the purposes of the same story.
