Ginzburg, whose task was to purchase the most modern models of armored vehicles and send them to the USSR to study and use in organizing their own armored production. One of the tanks of particular interest to the commission was the then-newest Vickers medium-sized A6 tank, better known as the 16-ton Vickers. [3] Preliminary design of the new tank was entrusted to the Faculty of Motorization and Mechanization of the Military Technical Academy. F. Dzerzhinsky, as well as the tank-tractor design bureau of the VGAO created on January 28, 1931. Both projects were ready by July of that year. Based on the results of their comparison, the management of the Department of Motorization and Mechanization selected a tank with a T-28 index of the design bureau of the CAO, the main developers of which were the head of the bureau S. Ginzburg, his deputy V. Zaslavsky and design engineers O. Ivanov and A. Gakkel. Both the data obtained from the A6 and the experience gained by the designers during Soviet-German cooperation in the early 1930s (in particular, the development of the TG tank and the testing of German tanks at the Kazan test site) were used in the design of the tank. According to the original design, the tank was to maintain the overall layout of the A6, weigh about 16 tons and carry weapons with a 45-mm gun and machine gun in the main tower and two more machine guns - in small. The armor of the tank was to be 20 mm in the front part of the hull and 16 - 17 mm on other vertical surfaces, the thickness of the armor plates of the roof - 10 mm, the bottom - 8 mm. The 400-hp M-5 aircraft engine, which had already been installed on BT-2 tanks, was chosen as the power plant. The design was supposed to widely use other components and design solutions already in production BT-2 and T-26. [4] On September 28, 1931, the Department of Motorization and Mechanization concluded a contract with the VGAO for the production of working drawings and the compilation of two prototypes of the T-28 until May 1, 1932. The first prototype of the tank, named T-28-1, made of unarmored steel was completed in May and made its first test run on May 29, 1932. The prototype differed from the original project by installing a more powerful M-17 engine, as well as installing a 37-mm gun PS-2 instead of 45-mm, as the latter was not yet ready by that time. June 11, 1932 T-28 was demonstrated to the command of the Department of Motorization and Mechanization of the RSCA. The tank as a whole received a positive assessment, but the military demanded installation on it, starting with the second prototype, a diesel engine PGE, which was under development at the time, and a 76-mm gun PS-3. Taking into account these remarks, as well as the test results of the first prototype, the T-28 project was radically redesigned in August - September 1932 - almost all components and systems of the tank were changed to a greater or lesser extent, except for the propulsion system. has not been brought to an acceptable level.
