This medal is one of the so-called “alternative medals” established by the shadowy "Congress of People’s Deputies of the USSR" - not recognized as official award by the Russian government. They are also often referred to as “Unalatovskie” medals by the name of the congress’ leader, Sazhi Umalatova. Recently, the “congress” and its medals were banned outright by the Putin’s government, and they are becoming a rarity.
