Atlas ICBM's were housed in hardened shelters (on their sides) and could not be fueled until they were in the upright (launch) position. So the launch sequence included raising the missiles then fueling them upright before launch. The fuel was really dangerous and nasty stuff. I'm no expert but I believe this is what you have here...I think they have/had one of these at the Titan Missile Museum in Green Valley, AZ (warning, valley not green). The Titan II was fueled once upon installation with a hypergolic mixture that, as Strac points, was extraordinarily dangerous. Specials suits definitely required!
