It is written without political or idealogical tendencies. Besides, it is a complex theme and to write it that way would necessitate the study of information out of reach of my limited resources. I have tried to collect data which have a wide interest, now that means of transportation are so controversial. It is true that very good treatises on the matter exist, written by outstanding authors who deserve my respect. However, too much of the history of Mexican railroads is unknown, making this first effort in a series all the more important. Undoubtably, improvements in communications-the railroad among them-helped generate significant progress in the last half of the nineteenth century. Distances were shortened and people had the opportunity to meet other cultures first hand. Without the railroad, the growth of commercial relations would have been much slower, without the fast pace at which the world has progressed, giving us many of the benefits we now enjoy. Mexico was no exception; if it were necessary in advanced countries like England and France, it was essential to Mexico, newly born to independent life with much useless land inherited from colonial times and the problem of a large territory with difficulties imposed by geography, needing better communications for its political, social, and economic integration. Therefore, twelve years after the first passenger train ran in England, a Spanish businessman living in Veracruz, Don* Francisco de Arrillaga, asked the government for the exclusive right to construct a railway from Mexico City to that port. This concession was granted on August 22, 1837 by President General Anastasio Bustamente. Arrillaga's good intentions went unfulfilled due to the so-called "War of Cakes"** in 1838 with France, as well as political uprisings of the period caused by differences between the Centralists and Federalists. Not a single mile of track was laid, but the significance of the attempt is that Mexico had people interested in solving the multiple problems of the country and recognizing the importance of the railroad concept.
