B129 It's possible this is a photo of Jerry Horan, a Chicago based organized crime figure and President of the Building Service Employees International Union (BSEIU--now SEIU) from 1927-1937. He would have been 47 years old at the time of this photo. His tough guy looking face, style of clothes, and the address connection to Chicago give me the impression he's connected. Places in northern WI including Tomahawk--30 miles to the south of Lake Tomahawk, were getaway locations for Chicago area gangsters in the 1930s (including Al Capone). Horan also had connections with Capone. I could not find a photo of Horan to compare to this one so it's just a GUESS.
