These were hi-way dept reference markers, not road numbers. Arizona used porcelain road signs until the very early '30s B-4 switching to Embossed. This 1 measures 15 inches long by 8 inches wide across the hole tops. Has scuffing & dings from road gravel splatter, lying in the dirt, etc. The rust was touched-up with oil paint to prevent streaking. Paint remover doesn't harm porcelain if you want it gone.
