In it, he urges Goldberg to "give every consideration" to continue giving funds to a desegregation program run by Indiana and Purdue Universities. Typed letter signed "Philip H. Hayes" in blue ink. With blue ink stamp near bottom edge. 7¾x10½, on Hayes personalized letterhead from the Congress of the United States, House of Representatives, Washington, D. C. May 6, 1975. Addressed to: Herman R. Goldberg, Associate Commissioner For Equal Educational Opportunity, Department Of Health, Education And Welfare, Office Of Education, Washington, D. C. In full: "Dear Mr. Goldberg: I understand that Indiana University-Purdue University, Indianapolis, Indiana, has applied for a continuation of their contract to operate a General Assistance Center for Indiana for Fiscal 1976. According to reports from the Evansville-Vanderburgh County School Corporation officials, the Center has done a fine job of assisting that School Corporation in its efforts to overcome desegregation because of race. Therefore, I urge you to give every consideration to IU-PUI's proposal for refunding. Yours very truly, Philip H. Hayes Member of Congress PHH:rih". Hayes, born in Battle Creek, Michigan in 1940, was a lawyer who was a Democratic Congressman from Indiana's 8th District during the 94th Congress (1975-1977). Before becoming a Congressman, he served as a deputy prosecuting attorney in Vanderburgh County, Indiana from 1967 to 1968 - a post that he filled again almost forty years later from 2001 to 2002 - and was a member of the Indiana State Senate from 1971 to 1974. He didn't seek reelection to Congress in 1976 and had an unsuccessful candidate for nomination to the United States Senate. Lightly toned. Lightly discolored along edges. Staple holes in upper left corner. Folded twice and unfolded. Bottom third has been neatly torn off along bottom fold, cutting off top of Hayes' signature, and re-attached with tape.
