All that means is that they were made 10" longer than stock for people who wanted to put taller handlebars on there bike. It is made to fit stock components just is 10" longer so it should work for even normal height bars, you just have to find a place for the extra 10". Most people just re-route the cables so the bends are less aggressive for smother operation.
