So, if it was raining, or snowing the magazines on top or in front would get wet. When someone bought one, they would pull a dry one out from under the stack. Think of the top ones as sacrificial. The newstand would rip off the top of the cover of any unsold or damaged copies. They would mail the covers back to the publisher to get credit on their account for unsold copies.
