The American stateman Henry Clay (1777-1852) put forth this resolution that senator Timothy Pickering had indeed violated the Logan Act, which criminalized unauthorized citizens from negotiating with foreign governments that were in dispute with the United States. Pickering had been found guilty of holding several conferences with special British envoy George Rose, with whom he proposed the creation of a pro-British faction in New England. This was the start of the decline of Pickering's once prominent career.
