Member of the Union of Artists of the Ukrainian SSR (1958) In 1955 he graduated from the Kiev Art Institute, studied with V. Kasiyan and F. Samusev. He worked in the field of posters and monumental and decorative arts. For a long time he worked at the Kiev plant of the monumental and decorative art association "Artist". Author of public and social posters: "For peace and friendship between peoples", "Everyone to the festival!" (1956), "Youth" (1957), "The Party is the mind, honor and conscience of our era" (1960). Together with BI Bozhko and VE Shvedov, he executed a series of posters on the topic of industrial safety: “Ground the pipelines of hydro and pneumatic transport”, “Properly stack and transport the cargo”, “Keep track of the brakes” (all -1975). Created mosaics in the interiors of the Kiev River Station and Boryspil Airport (co-authored with V.P. Lamakh and I. Litovchenko); monumental panels and stained glass in the Palace of Culture of Chemists in Dneprodzerzhinsk (1968-1970) and others. Three times the monumental and decorative sculptures of Kotkov were named the best works of the year by the decision of the Art Council of the National Union of Artists of Ukraine. The artist was twice nominated for the USSR State Prize.
