Potter and First Boat through Government Cut at Miami, Fla. You can see two men on a row boat next to the Dredge that completed the historic opening. The Army Corp of Engineers dredged the opening to the Atlantic Ocean for a more direct route to the Port of Miami. This opening more than 100 years ago has provided for the continued growth of the City of Miami. Its port continues to be one of the busiest Cruise Port in the world.
