Description: The post office receives a big fat "F" Grade for quality control !!!!!!! Really fun error print on the flower portion.Some of the shading for the flower is printed offset or shifted out of position.Makes the flower look downright blurry. OOPS !!! Love it when the government foops up!! This was a rate change stamp from 1991. The post office at the time had lettered stamps ready to issue with each rate change so they couldbe put into use without any printing delay when a rate change was approved.. The "letter" stamps did not make it too far into the alfphabet.. I believe they stopped the practice at about the letter "o"
