It's slow this time of year, USPS does not always scan when they should, items are delivered to the wrong address, porch/box pirates abound, and there are even buyer scammers, who file for refund after they have received the item. If an item shows on the tracking lost in transit, I will either refund or re-ship if you do no receive the item within 2 weeks. If tracking shows that the item was delivered but it was not (probably delivered to the wrong address), the buyer will need to file a lost mail claim with USPS and if that is not successful in finding the mail, file with eBay for a refund. As a seller, I cannot refund a mis-delivered item, because I will lose eBay seller protection if I do. The buyer must file with eBay for a refund, and then the seller must file for seller protection.
