Description: This is an original document that originated at the head quarters of the Department of the Tennessee in Memphis on January 22, 1863. It concerns pay for Wilson H. Whissen, a 1st Lieutenant with the 8th Michigan Battery and for his "Black man", Jake. Wilson H. Whissen was from Detroit, Michigan and 28 years old when he enlisted as a private into Battery H Co of Michigan 1st Light Artillery. He was promoted to 1st Lieutenant on 8/15/1862 and resigned on 1/22/1863The amount was $525.05 which Whissen received from Joshua Howard, paymaster of the U.S. Army. We found many references to this paymaster such as these clippings. We believe are about the same Howard referenced in this document. JULIA ADELE STRONG BALDWIN MRS LYMAN H BALDWIN National No 251 State No 41 Ancestor JOSHUA HOWARD Joshua Howard grandfather of Mrs Baldwin was born in Easton Massachusetts March 1794 He enlisted and served in the War of 1812 holding several commissions He joined the army permanently in 1815 In February 1816 Joshua Howard left Detroit on horseback for Easton Massachusetts to marry Hepzibah Perkins Keith They returned to Detroit in an open sleigh taking twenty days for the journey. Lieut Howard held many positions of importance For bravery at Chepultepec he was made Captain and brevetted Colonel. Col Howard was appointed a paymaster during the Civil War. He (?) was married in 1848 to Cornelia Alger Howard daughter of Colonel Joshua Howard a lineal descendant of Mary Chilton of the Mayflower company Colonel Howard of the regular army a native Bridgewater Massachusetts was a lieutenant in the War of 1812 and an officer in the Mexican war and the Civil war acting as paymaster during the conflict between the north and the south As an officer in the United States army he superintended the construction of the Fort Wayne arsenal buildings at what is now Dearborn Michigan in 1834 Later he took up a large tract of land in that vicinity and laid out and named the village of Dearbornville now Dearborn He built the house now known as the Haigh residence on Michigan avenue Dearborn and there some of his children and grandchildren were born. The document is also signed by D.W. Howard, a notary public of Wayne Co., probably no relation to Colonel Howard.This document is in good condition for its age.
