But during the 1960s, Brownsville was stigmatized as a black and Latino ghetto, a neighborhood with one of the city's highest crime rates.to President Johnson (from 1964-1969). He served in this position until January 20, 1969. While in this post, The New York Times called him "The Deputy President for Domestic Affairs.""
