RAREI am unsure of the exact way this interesting, well made, early tool, is used?The only information I can find is there is one on record in the National museum of American History online. It states it is circa 1920.Tool has heavy brass body with steel arms and rollers. Has nice hardwood handle.There is no makers name that I can find.It appears to be in very good condition.
