Antique German Dresden? Pedestal Bowl, 3 Cherubic Figures, New Years Celebration

Description: Hi Friends. This is such a cute themed pedestal bowl, clearly depicting New Years or a celebration! I don't know the makers mark, and wasn't able to find another like this to supply more information. The 2 pieces are in rough, as-is condition. I know there are some talented people out there who can repair just about anything, so consider this a project. The 2 pieces together stand about 12" high. The bowl is about 8 1/2" across at the top. Starting with the bowl: the inside has a little staining (see photos). The top scalloped edge is smooth, no chips. The center part where the screw fits is a little rusty, and so is the screw and washer, but it all fits. If I flip the bowl over there are 4 branches with leaves and flowers. Starting with the first grouping the flower is damaged, and there is one leaf at the end of a stem that's completely missing. Second grouping is completely missing the flower. About 4 leaves are damaged. Third grouping has another damaged flower and 3 broken leaves. Fourth grouping has a damaged flower and 3 damaged leaves. There is a number or letters in the porcelain near screw hole area, but I can't make them out. The base: starting with figure #1, girl with champagne glass raised. She's in good shape... except for missing some toes... Turning toward the other girl, between the two of them the flower at the top is in good shape! The one at the bottom though is broken, and 3 of the 4 leaves associated with it are broken. The girl holding the platter with fish: half of one fish is missing, and it doesn't look like it was supposed to be! Between her and the boy: top flower looks good. plate with 4 fish is good. Flower at the bottom is broken and 5 of the 6 leaves are broken. The little boy is getting ready to pop a cork and he's in good shape. Between he and the champagne glass girl the flower is good. At the bottom between them the flower is broken and 2 of the 4 leaves are broken. If you need more photos message me & I can send more, different close ups.
