It all started with the Liberty Coin Act, which was approved by the 99th US Congress in July of 1985. The United States Mint started production, with the first ever Silver Eagle being minted on October 29th, 1986 in San Francisco. The United States Mint began releasing the Silver Eagle in November 1986. The obverse, "front" design was adopted from the Walking Liberty Half Dollars which were minted between 1916-1947. With the Half Dollars design being so popular with collectors, it made sense to revive and utilize the design. The reverse "back" of the coin features John Mercanti's, the 12th Chief Engraver of the US Mint, design. It is reminiscent of the Great Seal of the United States. The Eagle is shown behind a shield holding an olive branch and arrows in each of its talons, "Peace & War."Above the Eagle are 13 stars representing the 13 original colonies. The latin phrase "E PLURRIBUS UNUM" translates to "Out of many, One." The San Francisco Mint produced the silver eagles from 1986-2000. Beginning in late 1999 to early 2000, the Silver Eagles moved production to Philadelphia & West Point Mint. By 2018 West Point Mint solely produced these bullion coins.
