Thursday. the agency disclosed internal investigations turned up corrupt practices within its police force, its outside security firms, and its procurement department involving losses of as much as $15 million. For the first time in his six-year tenure, CHA Chairman Vincent Lane found himself on the hot seat. But in a visit to Chicago Friday, the chief of the federal agency charged with oversight of CHA said federal officials still have confidence in the man behind landmark legislation now before Congress. "He (Lane) is in charge, and it's legitimate that the leader would come under fire," Housing and Urban Development Secretary Henry Cisneros told reporters at the annual meeting of the Leadership Council for Metropolitan Open Communities, where he was the keynote speaker.
