Smith, Harris County tax assessor-collector, as motorists seek to get their 1966 auto registration plates before the deadline at midnight, Friday. Smith estimates 700,000 plates will have been issued before the deadline and that the 1966 Harris County overall total may reach 850,000, a new record. Motorists will incur a 20 percent penalty added to the registration fee if they drive after Friday on expired plates. In addition, they run the risk of a traffic ticket.
