He served as editor and later part owner of the Providence Journal, He was the 21st Governor of Rhode Island (1849-1851) as a member of the Whig Party. He was elected to the Senate by the Rhode Island Legislature and re-elected 4 times. Anthony was elected to the Senates highpost as President pro tempore during President Grants administration. Treasury departmentOctober 5th, 1869 Dear Sir,I have the honor to acknowledge the receipt of your favor of the 1st inst. and have conferred further with W. Walker of the Statical Bureau & it is his opinion that the law authorizing the preparation and publication of the Annual Report on Commerce and Navigation cannot properly be revealed without giving the subject more consideration. I am inclined to concur with him in the opinion, as we have no other means at present of furnishing the information, which is important to us as indicating our commercial condition to other nations. Walker says, however, that the Report ending June 30, 1869 will contain information of value ot found in previous Reports and that the bulk of the volume will be but little more than half of that for the year ending June 30th, 1868.
