He is Friedrich Eugen Peipers (1805-1884), who produced many lovely, sensitive studies of old buildings in Germany and Italy, and whose auction prices for such drawings with watercolor go as high as $3,000. As I look over examples of his work that appear online at the artprice website, I find this one, with its delicate coloring and expressive evocation of environment, to be among his very best works in this genre. An old label affixed to the back of the frame identifies the artist, and this place as Weilburg, still today a picturesque town in the Hesse region. The date is given as 1864. Dimensions of the picture are about 5.25 inches by 8.75 inches, matted out to about 9 inches by 12 inches. Condition appears to be very good.
